Regulatory, Advocacy and Public Affairs

5G Americas monitors and contributes to a number of policy considerations for mobile broadband services from government agencies in countries throughout the Americas region. Often times, 5G Americas contributes white papers, filings, or position documents to provide technical and marketplace information to these regulatory bodies and agencies.

Our Policy Considerations

Continual planning and visionary future spectrum considerations by governments throughout the Americas is needed to ensure a robust supply of radio spectrum is available to the wireless industry.

Regulatory

5G Americas provides comprehensive management of complex regulatory issues for its member companies. 5G Americas, as well as its member companies, stand prepared to aid all key stakeholders in the region in securing the promise of next generation cellular services.

Spectrum

Radio spectrum is one of the most important resources for the provisioning of next generation wireless services.

Throughout the Americas region, 5G Americas carefully reviews government plans for the allocation of additional spectrum and often presents its positions to the Organization of American States (CITEL) and other governmental agencies that make decisions regarding spectrum allocations and spectrum policy.

5G Americas staff meets with regulatory officials in governments throughout the Americas region to discuss spectrum planning, spectrum processes, and other important matters that are vital to the success of the cellular industry.

5G Americas embraces these general principles for radio spectrum

5G Americas supports a transparent spectrum policy process for the allocation of spectrum

along with the freedom for operators to choose their preferred technologies in allocated bands by representing the best interests of consumers, service providers, manufacturers and the economy. It recognizes that the explosive growth of wireless services in the Americas has made significant contributions to society, and that further contributions will depend on a robust supply of low, mid and high band spectrum consistent with the constantly expanding demand for mobile wireless services.

Governments and regulatory authorities in the Americas should follow a cohesive plan

in which an evaluation of the global competitive marketplace is carefully considered when additional spectrum is allocated for the mobile wireless industry. Considerations in this evaluation include the demand for growth of current commercial wireless applications, transition to new wireless services, regional and global interoperability, economies of scale, roaming and increased bandwidth requirements for next generation services.

A cooperative spectrum plan for all the Americas is vital

for the overall economic health of the wireless industry as well as the economic development of the Americas region.

Governments throughout North, Central and South America should closely study

and consider the ITU guidelines and 5G Americas recommendations regarding spectrum planning and spectrum allocations for future wireless broadband services.

Regionally and internationally harmonized radio frequency bands are preferred

to achieve economies of scale in network equipment, chipsets, antennas, devices and other network elements.

Interoperability and roaming capabilities are easier

when internationally harmonized radio spectrum is deployed by operators in the region.

Consider the positive effect of licensed internationally harmonized radio spectrum

for the region to allow service providers, application developers, manufacturers and customers of all socio-economic level to benefit from the highest economies of scale.

Our Spectrum Policy Guideposts

Our spectrum policy guideposts help stakeholders in the region in working together to secure a robust next generation cellular future.

Well Considered Spectrum Allocation Policies are Imperative

Configure Licenses with Wider Bandwidths as Appropriate

Provide a Mix of Low, Mid and High Band Spectrum

Group Like Services Together

Be Mindful of Global Standards and International Spectrum Allocations

Pursue Harmonized/Contiguous Spectrum Allocations

Exhaust Exclusive Use Licensed Options Before Pursuing Shared Use

Not All Spectrum is Fungible – Align Allocation with Demand

Spectrum Allocations Can Take Years to Effectuate
